Can I grow Chamomile tea plants in Toronto?

Does Toronto have the proper climate and heat required to grow these plants in the summer? BTW which part of the leaves do I brew for tea? Is it the whole plant or just the flower heads?

    None of my hardiness zone maps show Canada, but chamomile is supposed to be hardy through zone 3. Check out these sites.
